The City of Stockton Regional Wastewater Control Facilities Modifications Project (RWCF) is a forward-looking design build initiative with a budget of $250 million over five years. These essential modifications to Stockton's wastewater facility are imperative to ensure compliance with RWCF's National Pollutant Discharge Elimination System (NPDES) Permit. The RWCF, spanning nearly 700 acres in the southwestern part of the city and adjacent to the San Joaquin River, has been designed with an average daily flow of 40 million gallons per day (MGD) and a maximum daily flow of 76 MGD. It serves as the collection point for sewage from various properties within the city, special districts outside its borders, and specific areas in San Joaquin County.

The changes within the RWCF serve multiple purposes, including prolonging the useful life of existing facilities, implementing components of the City's Capital Improvement and Energy Management Plan (CIEMP), and enhancing the working conditions for the facility's dedicated staff. These modifications encompass a range of activities, including the demolition of certain treatment process components and structures, rehabilitation and repurposing of existing elements and buildings, and the construction of new treatment process components and edifices.

In this endeavor, JH Engineering represents the City of Stockton as the Commissioning and Startup Subject Matter Expert. Our role entails developing functional and performance test plans for each system and overseeing their seamless implementation in the field.
